Verification Results
California Secretary of State Search
California Secretary of State records show that Retroflow Plumbing And Drain Corporation was formed on August 27, 2026.
A statement of information filed on September 23, 2026 identifies Ritchie Barlow as:
- Chief Executive Officer
- Chief Financial Officer
- Secretary
- Director
The filing identifies the corporation’s business activity as Plumbing.
The registered agent shown in the filing is United States Corporation Agents, Inc.
Notably, James Booth does not appear as an officer or director on the September 23, 2026 Statement of Information. The individual previously associated publicly with Retroflow Plumbing LLC as Angelina Fletcher also does not appear among the officers or directors identified on this filing.
The absence of an individual from a statement of information establishes only that the person is not listed in those positions on that filing. It does not establish whether that person may have some other business, financial, contractual, employment, or advisory relationship with the corporation.
CSLB License Search
As of the review date, this project has not identified a California contractor license issued to Retroflow Plumbing And Drain Corporation.
The existing contractor license associated with the Retroflow name, CSLB license #1141760, is issued to Retroflow Plumbing LLC, which is a separate legal entity.
At the time this page was prepared, CSLB records showed the Retroflow Plumbing LLC license under suspension for an Employee/Worker bond issue.
Retroflow Plumbing And Drain Corporation is a separate business entity from Retroflow Plumbing LLC. If the corporation intends to perform contracting work in California under its corporate name, it must satisfy the CSLB licensing requirements applicable to that entity.
CSLB expressly explains that changes in business identity or structure can require a new contractor’s license.
The contractor license status of the new corporation will continue to be monitored.
Formation of New Corporation While Existing LLC License Is Suspended
The timing of the new corporate formation is notable.
Retroflow Plumbing LLC currently holds the existing Retroflow contractor license. That license has been displayed by CSLB as suspended because of an employee worker bond issue.
Rather than the public record simply showing that the LLC’s bond suspension had been cured, a separate California corporation was formed under the closely related name:
Retroflow Plumbing And Drain Corporation
California imposes an additional $100,000 LLC Employee/Worker Bond requirement on contractor licenses issued to limited liability companies. That LLC-specific bond requirement does not apply in the same manner to corporations.
The formation of a corporation does not establish why the business structure was changed. Corporate restructuring can occur for numerous legitimate business reasons, including licensing, bonding, insurance, taxation, ownership, or operational considerations.
However, because the new corporation was formed while the existing LLC contractor license was experiencing a bond related suspension, the timing and subsequent licensing activity are relevant to this project’s review.
Retroflow Plumbing LLC and Retroflow Plumbing And Drain Corporation Are Separate Entities
The two businesses should not be treated interchangeably.

Who Will Qualify the New Corporation?
If Retroflow Plumbing And Drain Corporation intends to perform contracting work in California, an important question will be who serves as the corporation’s qualifying individual?
California generally requires a qualifying individual for a contractor classification to establish at least four years of qualifying experience at journey level or higher within the 10 years immediately preceding the filing of the application.
If the corporation applies for a C-36 plumbing classification, the experience claimed by the proposed qualifier must support qualification in the plumbing trade.
Public License History Raises Questions About the Source of C-36 Experience
CSLB personnel records identify Ritchie Barlow as associated with Mighty Dry Restoration Inc., license #1027371 from May 30, 2017 through January 31, 2025. The license was a B-General Building Classification and is currently shown as expired.
This approximately seven-year-and-eight-month period encompasses a substantial portion of the experience window that would be relevant to a future contractor license application.
CSLB generally requires a qualifying individual for a C-36 plumbing classification to document four years of qualifying experience in the plumbing trade, obtained within the 10 years immediately preceding the filing of the application. The experience must be at the journey level or as a foreman, supervising employee, contractor, or other qualifying capacity recognized by CSLB.
Publicly available records reviewed by this project associate Barlow during this period with a restoration business rather than a C-36 plumbing contractor. Additionally, when Retroflow Plumbing LLC subsequently obtained its C-36 license, James Booth—not Richie Barlow—was identified as the plumbing qualifier.
These records do not establish that Barlow lacks qualifying plumbing experience. They do, however, leave an important question as to where, when, and under whose supervision or certification any four years of journey level C-36 experience were obtained.
If Barlow is identified as the qualifier on a future C-36 application for Retroflow Plumbing And Drain Corporation, the experience certification and supporting public records will be reviewed for consistency with this documented licensing history.
Any Future C-36 Experience Claim Will Be Reviewed
If a contractor-license application is filed for Retroflow Plumbing and Drain Corporation with Ritchie Barlow identified as the qualifying individual for a C-36 Plumbing classification, the qualifying experience record will be reviewed.
The transparency project will examine publicly available information concerning:
- the dates of the plumbing experience claimed;
- the length of the claimed experience;
- the company or employer through which the experience was obtained;
- the identity of the person certifying the experience;
- the relationship between the certifier and the applicant;
- the specific plumbing duties claimed;
- whether the experience was full-time, part-time, supervisory, or otherwise credited;
- and whether those representations are consistent with publicly available contractor-license, corporate, business, employment, and workers’ compensation records.
If a future application or license presents a material inconsistency concerning the experience claimed for a C-36 classification, supporting public records may be submitted to the California Contractor State License Board for review.
This project is not presently stating that Barlow does or does not possess sufficient qualifying plumbing experience. The relevant application and certification records would need to be reviewed before making that determination.
County Fictitious Business Name Search
Because Retroflow Plumbing and Drain Corporation is directly registered with the California Secretary of State under that corporate name, the corporation’s existence does not depend upon a fictitious business name filing.
Any additional fictitious business names associated with the corporation will be documented if identified.
Address Verification
California Secretary of State records identify the corporation’s principal and mailing address as:
1111 6th Ave., Suite 550 #482686
San Diego, CA 92101-5211
The September 23, 2026 Statement of Information identifies Ritchie Barlow’s officer/director address as:
4042 Olive Dr.
Oceanside, CA 92056
These addresses are being reported as they appear in the public corporate filing. Additional address verification will be added as appropriate.

Website Review
No separate website specifically identifying itself as the official website of Retroflow Plumbing And Drain Corporation has been identified as of the review date.
Retroflow-branded websites and social media accounts existed before formation of the corporation and may reference Retroflow Plumbing or Retroflow Plumbing and Drain. This project will update this section if those properties begin identifying the new formed corporation as the operating business entity.
